There was two times Dr Hawking contacted him, although one time was with Leonard as well. Then throw in the time Sheldon feigned in front of the man. I'm sorry, I don't see any father figure actions. Maybe it happened off screen, but that is open each persons interpretation. Now, I can see Sheldon asking Dr Hawking's opinion on whether he should get married, but not permission. Just watched the beginning of S11/E1 and he asked for Stephen Hawking's blessing, not opinion. Even Amy, Penny and Leonard were wondering why he would get the man's blessing. Clearly we are on different sides on this issue, I respect your opinion and your right to have that opinion. But I'm firmly on the other side of this issue. Hawking is one of the very few people he respects so he wanted his blessing. The closest he has to a father figure is Leonard, and while that is the closest it is still very far; Sheldon in his Sheldon ways is unlikely to admit that and usually resolves to disrespect Leonard; and Sheldon doesn't need to call him to know that he would be happy that Sheldon is going to propose to Amy. Ramona was a post - grad student so she would have been there for one year or possibly two. We don't know where she did her doctorate.
